After installing 10.15.7, there is an update notification, either big sur or Catalina 10.15.7.
Considering the stability, and the latest version of Xcode could be installed on Catalina 10.15.7. So it is the choice.
Copying VM directory as a backup, then doing the update as on real macbook pro.
